Tilak Devasher is a former Special Secretary of India's Research & Analysis Wing (R&AW).
He was originally an Indian Postal Service (IPoS) officer before he was absorbed into R&AW; he retired in 2014.
Devasher is recognised as a proficient authority on Pakistan, having led the Pakistan Desk in R&AW's Analysis Division for several years.
